Workshop „Green Windows of Opportunity: Which ones are still open?“

December 8, 2025

Oxford, England

On 8 December 2025, Tim Becker participated in a full-day workshop at the University of Oxford together with scientists and practitioners from around the world. The workshop focused on the question of which Green Windows of Opportunity remain open for so-called “latecomer economies” and what conditions must be met to successfully exploit them.

The workshop was organised by the TIDE Centre at the University of Oxford in cooperation with the DSI/NRF South African Research Chair in Industrial Development (SARChI). Five years after its initial publication, the Green Windows of Opportunity framework was revisited and critically discussed. Particular attention was paid to how changing technological, market-related, and geopolitical dynamics are shaping industrial development pathways.

Key findings included that Windows of Opportunity are shifting as green technologies mature, that new geoeconomic conditions and industrial policy strategies are restructuring market access, and that active management of these windows, as well as a better understanding of their life cycles, will become increasingly important.

The workshop represents an important step towards a shared international research agenda on green industrialisation and provides a substantive foundation for a conference planned for next year.
